The Measurement And Path Research Of Shaanxi Industrial Ecology

It's an inevitably crucial matter for all human species to find solutions of the contradiction among economic growth,industrial development,increasingly grim problem of resources,environment and population.Since the industrial revolution of 18th century,we have dramatically enhanced the social productivity,continually improved the ability of exploiting natural resources and rapidly accelerated the material wealth.However,we have partially conquered the nature at the same time and developed an industrial mode of exploiting natural resources without consideration of a long term interest,which leads to the ecological damage and resources scarcity on the global scale as well as severely threatens the survival and development of all humans.The mode of trading favorable living environment into speedy economic prosperity not only impedes the sustainable development of social economy,but also generates a crisis to the well-being of human welfare.As a key area of China's development of the west regions,Shaanxi possesses admirable natural resources and eco-environment.But,because of some historical reasons,the leading industry of high output which includes a series of traditional industries of extensive development mode,high energy consuming and high pollution industries,has gravely destroyed the local eco-environment.In recent years,frequent smog weather of Shaanxi poses a serious threat to the living environment of residents.Therefore,we have to fully realize the importance of sustainable development,take priority of eco-environment protection in the process of economic development and achieve the virtuous cycle between economic activities and ecosystem.This paper takes the advocacy of establishing an industrial ecology of resource-conserving system as the research object.And through the evaluation of Shaanxi industrial ecology development level,this paper also discusses the future development path of Shaanxi industrial ecology under the circumstance of limited resources.By reviewing the domestic and overseas related document and theory,this paper defines the connotation of industrial ecology and builds a scientific framework of research theory.This paper combines the three industries of Shaanxi and status quo of eco-environment,selects relevant data from 2005 to 2014,and analyzes the relation among Shaanxi industrial structure evolution,economic growth and resource consumption.Then,based on the DEA evaluation approach,construction investment index,desirable index and undesirable index,this paper uses the total factor ecological efficiency evaluation method to calculate the 2013 and 2014 Shaanxi industrial ecology efficiency.It turns out that the overall Shaanxi ecology efficiency is lower than the national average while the lowest region is Tongchuan county,the inferior region is Shanbei and the better region is Shannan.According the research result,this paper proposes the advice of Shaanxi industrial ecology efficiency path choice.And from the macro,middle and micro angle,it raises policy proposal and suggests that Shaanxi should continually promote the future ecological law system,form restraint encouragement constitution,optimize the industrial structure,build the ecological industry area,improve the scientific creativity,implement the cleaner production and spread the environmental protection concept.Shaanxi should accelerate the transformation of industrial ecology,realize the low energy-consuming ecological cycle between different industries as well as coordinate the development between Shaanxi industry and ecological system optimization.
