Linyi, as a non-central city, is one of the most important representative ones in China on the development of commodity economy. And the rapid rise provides valuable experience for the further development of economy in other non-central cities. Many scholars'studies on some specific problems of the market development of linyi have high reference value to the development of Linyi Mall. Certain researchers either put forward his own opinion mainly on certain problems or gave subjective analysis and evaluation on the problems that the market of Linyi faced. But these studies only stayed on the development of linyi Mall, just solved the problems of Linyi Mall, and not extended the experience of Linyi Mall to other non-central cities which are similar to Linyi. The author finds that this is a problem which is worth studying and discussing.Firstly, this paper gives a review about the influence of commodity economy to economic development, proposed by some important economists and thinkers, as well as the theories about the development of commodity economy proposed by the three leaders of The Party since reforming and opening up, which lay a theoretical basis for this thesis. Secondly, it summarizes the economical development pattern of Linyi from the experience, which is from trellis markets of Xijiao to professional wholesale market to Linyi mall of China. Thirdly, it extends the development experience of Linyi to other non-central cities with similar environment to Linyi, and mainly starts from government and markets the two aspects so as to present the way to further economic development in non-central cities.
