The Sustainable Developmen Evaluation Of Hebei Province Since The "Ninth Five-Year Plan"

In order to deal with environmental problems, mankind tried exploration and practice and proposed a new strategic thinking and concept of development: sustainable development. At present, on the one hand sustainable development has been the selection of strategic objectives all over the world, on the other hand it also has become the standards and basis of judging regional development and health operation.Hebei province surrounds Beijing and Tianjin, the strategic position is very important. Choosing Hebei province as the study area, this paper studied the essential domain trend of sustainable development. Referencing to the latest indicator system of Commission on Sustainable Development, this paper constructed the synthetic evaluation indicator system of Hebei province. It used AHP to determine the weights of indicators. Taking 1995 as the base period, it used the comprehensive evaluation method of improved weighted index to calculate evaluation scores and evaluated the sustainable development situation of Hebei province since the "Ninth Five-Year Plan".The study shows the trend of sustainable development key areas of Hebei province: Poverty-stricken counties in Hebei province focus on the five major areas of poverty where natural conditions is bad, economy developes slowly. So the five areas are the accumulation area of poor people. With the rapid growth of economy, regional differences and urban-rural income disparities were growing. Since 1995, total and per capita amount of arable land, total and per capita volume of water resources were declining, energy production remained stable in the fluctuations. Environmental pollution problems has improved and environmental quality has increased; Hebei province's forest cover has been increasing, the surface condition of the vegetation cover was benign trend, both quantity and size of Nature Reserve was on increasing trend. Every municipality's use intensity of material existed great differences. Since 1995, the province's GDP energy consumption has undergone two phases: the rapid decline and fluctuations at the basic stability.Evaluation of sustainable development in Hebei Province trend proves that since the "Ninth Five-Year Plan" the outstanding questions of strategy of sustainable development in Hebei province are: all levels government has become overly dependent on the traditional areas of economic growth, but to varying degrees neglected the efficiency of material input, social equity, sustainable use of natural resources, ecological and environmental protection; the eradication of poverty, assistance to the vulnerable and disadvantaged regions and measures are far from being, social equity objectives noticeable deterioration; because insufficience of resource-saving technical progress and input , the whole energy, water resources, land resources, the strategic use of natural resources efficiency and supply capacity of natural resources are lack of coordination, contradiction between supply and demand is increasingly sharp; because of institutional or policy shortcomings and inadequate investment, water ecology and water environment, land ecological and atmospheric environment as the core of the province's ecological and environmental conditions in local improvements, the overall situation continues to deteriorate.The innovations of this paper lie in: First it constructs the synthetic evaluation indicator system of Hebei province referencing to the latest indicator system of UNCSD. And it evaluates the sustainable trend of Hebei province since the "Ninth Five-Year Plan" and provides reference for future sustainable evaluation and implementation of sustainable development strategy. Third, it introduces the carbon dioxide emissions for the first time in Hebei comprehensive evaluation of Sustainable Development referencing to IEA, IPCC, OECD and International Greenhouse Gas Protocol. It estimates every unit of GDP's carbon dioxide emissions and carbon dioxide emissions, and it adapts to the "energy-saving and emission-reducing" situation and needs of Hebei province.
