Study On Improving The Flower Industrialization Level In Guangzhou City

Flower is a kind of product that is favored by many people,flower industry is referred as "sunrise industry", "golden industry" and green industry with economic, social and ecological benefits, it has enormous market potential and development room.Guangzhou is the main production and consumption area in china, and is known as "flower city" always. In recent years, the flower industry developed rapidly in Guangzhou city, the development pattern shaped initially, and the comprehensive benefits increased obviously. But, there are many problems to be solved urgently, which would have effect on the improvement of industrialization management and market competitiveness directly.In this study, the scientific development concept and basic theories related industrialization were the guidance, the previous research results were searched, read and referred extensively, the recent development situation in Guangzhou city was investigated and analyzed deeply. And then, the index system evaluating the level of flower industrialization was constructed, the preliminary evaluation of flower industrialization level in Guangzhou city during 1999-2008 was conducted with principal component analysis method, the strength, weakness, opportunity and threat were analyzed with SWOT analysis method, the countermeasures improving further flower industrialization level in Guangzhou were put forward. The results as follows:1,following the useful, scientific, operatonal, systematic and open principle, decomposing gradually the overall target according to the system theory and analytic hierarchy process(AHP) method, the index system evaluating flower industrialization level was constructed, which consisted of four subsystems (scale, science-technology, benefit and integration) including 18 specific indexes.2, the evaluation results with principal component analysis method showed that the comprehensive scores of flower industrialization level was increasing continuously in Guangzhou city during 1999-2008, indicating the flower industrialization level was improving continuously. In last decade, the development process of flower industrialization in Guangzhou city could generally be divided into two stages. One was the unstable stage during 1999-2003.The other was the steady improving stage during 2004-2008.In general, the scores of four subsystems (scale, science-technology, benefit and integration) were in the increasing state in last decade. Among four subsystems, the scores increasing of integration subsystem were continuous, that indicated the development of integration in flower industrialization in Guangzhou was in good state.The scores increasing of scale subsystem and benefit subsystem were wavy, that indicated the development of scale and benefit in flower industrialization in Guangzhou was unstable. Generally, the scores increasing of science-technology subsystem was not obvious, and the fluctuation was large.3,the results with SWOT method showed that there were many strength for flower industrialization management in Guangzhou city, such as corresponding to the guidance direction of urban agriculture industry structure adjustment, unique regional advantages, predominant natural environments, strong local economy for overall planning of urban and rural areas and for coordinating industrial and agricultural development, R&D resource advantage, flower culture advantages and flower industrial foundation advantages, and so on. There were many weaknesses also. For example, the market circulation system was not perfective, the strength of leading enterprises was not strong, the development level of professional co-operation organization was low, the benefits linkage between leading enterprises and producers was loose, the overall quality of private florists was not high, the overall level of flower industrial technology was low, the development of scale and specialization were slow, the social service system was not perfective. At the same time, there were many valuable opportunities for the development of flower industrialization management in Guangzhou city. For instance, the support and encourage from national industrial policies, The adjustment of international flower production layout will be beneficial to undertake the production of high-end production, strong market demand for flower, rapid development in new science and technology, Joining the WTO and the accelerating globalization. The severe threats, which should be clearly aware of, faced the development of flower industrialization management in Guangzhou city, such as the unstable situation in the international economy and trade, the competitiveness from development of flower industry in other regions, and the limit on land for flower industrial development, and so on.4, the main countermeasures were put forward for further improving flower industrialization level in Guangzhou.(1)strengthen the market circulation system construction, and make the position of flower distribution and logistics center. (2) implement the strategy on leading enterprise driving. (3)develope positively the farmer professional co-operation organization to improve the flower farmer's organization degree. (4) found the benefits community of flower industrialization management. (5)accelerate the construction of flower science and technology system, Make the national science and technology innovation center.(6) strengthen the government function, and enhance the guidance and support. (7) complete the social service system of flower industry. (8) extend the flower industrial chain continuously, and increase the whole efficiency of flower industry.
