Chongqing The New Industrialization Evaluation Index System And Its Measure,

Industrialization is a necessary approach to develop the level life of a country, as well as an important approach to touch the target of improving the economic and switching the way of social economic to developing countries. As a historical stage of economic development, industrialization not only shows as a national transform from a backward agricultural country to an advanced industrial country process, but also includes the qualitative change of production power and economic development which are resulted from the expand and the structure change of economical delta.After reforming and opening, China has realized the switch of mode and path from the socialist planned economy to the socialist market economy industrialization, boosting China's industrialization process greatly. Whereas, China is still far away from the goal of industrialization. In the new historical period, in the 16th national congress of the party, leaders pointed out that By 2020 China should realize the basic industrialization. That is to say, "To persevere in informationization promoting industrialization, and industrialization promoting informationization, breaking a new industrialization pathway with the high-tech., good economic returns, low consumption of resources, little environmental pollution, and the human resources superiority fully displayed."In 2006, Chongqing proposed the development idea guided by the scientific development concept and take a new road to industrialization. But now in Chongqing, the research of new industrialization's evaluation index system and evaluation methods are not much, subjecting to be perfected and deepened. In view of this, new industrialization index system in this article is set up from the new industrialization connotation and basic characteristics, to establish a suitable evaluation index system of new industrialization for economic development of Chongqing, informationization index, science and technology content, and this system is with industrialization, informationization index, science and technology content, economic benefit, resources and environment, human resources and labor productivity as criterion has a set of Chongqing economic development. In this article, the input-output method will be used into the new industrialization theory research, through the use of factor analysis and hierarchical analysis method, to give Chongqing's new industrialization indexes an objective and subjective weight respectively, and through further comprehensive weighting method to get the evaluation indexes'synthesis weights, constructing the evaluation model of Chongqing's new industrialization process. At last, giving judgment and analysis to Chongqing's current industrial development to find the key factors that restrain the industrialization process, and to put forward the corresponding policies and suggestions to promote the new industrialization development in Chongqing.
