Rural Professional Association Of Institutional Analysis And Development Strategies

Since the household contract responsibility system was carried out, the contradiction between small-scale production and big market has appeared because of the small-scale and scattering production by peasant households. Besides, after China enters the WTO, China's scattered small peasant household management faces severe impacts and challenges. Peasants urgently need a new form of organization to adapt to market demand, Since the 1980s, our country peasants have carried on the organization and system innovation, have established various forms of rural professional economic association in the rural areas. It increases farmer's organization degree, improves the industrialization, the marketability and the internationalization of agricultural product, and promotes the adjustment of agricultural structure and rural economic development, but rural professional economic association in rural areas across the country is still in its early stages of development at present, there are many problems which seriously restrict its bigger role to play and affect its institutional change. Especially after the "Farmer Cooperatives Law" was promulgated and implemented on July 1,2007, the development of rural professional economic association faced the severe situation.With the analytical means of new Institutional Economies, this paper studies the development of rural professional economic association from the angle of institutional change, combined with China's reality, systematically analyzes the evolution process of rural professional economic association, institution cause which rural professional economic association produces and institution barrier which rural professional economic association develops. Taking rural professional economic association of Xiangcheng County, Henan Province as the case, this paper studies the present situation and development process of rural professional economic association of Xiangcheng County, empirically analyzes institution barrier which rural professional economic association develops, and proposes countermeasures and suggestions about promoting the development of China's rural professional economic association.This paper argues that the institutional change of rural professional economic association should choose the path in which the government induces changes on a peasant voluntary basis. By strengthening government services, the external environment of rural professional economic association is optimized. This article analyzes the own characteristics of our farmers, in conjunction with farmers voluntary characteristics of rural professional economic association, notes that cultural construction is critically important for the association, proposes to strengthen cultural construction of the association and establish the long-term mechanism of rural professional economic association healthy development.
