Jinan City, The Rural Development Problems In Professional And Technical Associations

Rural Professional Technique Association is a mass technique and economics cooperation organization. It is formed spontaneously by the numerous Chinese farmers and managed democratically. It deals in the special products. Its basic function is to meet the Chinese farmers' needs of technique. Moreover, it provides technical and economic services before the production, during the production, and after the production. It purpose is to increase agriculture production and farmers' income. It features non-profits, commonweal and unconstraint. During the reform of the government organizations and adjustment of agriculture and rural economics, Rural Professional Technique Association can do more things which the government can not or can not do well. Thus, it plays an important part in driving agriculture unionism, industrialism and systematism. However, because of being latecomer and unbalanced development, domestic Rural Professional Technique Association is in the primary stage. Furthermore, since Law of Chinese Farmers' Professional Artel came on in 2007, Rural Professional Technique Association was affected partially. Its development encountered bottle-neck phenomenon.Employing the theory of public product and non-profits organization and combining demonstrative analysis and quantitative analysis, focused on Rural Professional Technique Association of Jinan, this paper discusses the problem and cause of formation during the development of Rural Professional Technique Association, and puts forward some countermeasures and suggestion.This paper consists of four chapters. Firstly, it introduces the reason of this research, domestic and foreign research situation as well as related theory basis. Based on the above contents, the research outline and writing framework are ascertained.Secondly, the paper introduces some related concepts and detailedly expounds the feature, status and function of Rural Professional Technique Association. Meanwhile, this paper takes Rural Professional Technique Association of Jinan as an example to explore its development course, development situation, organization pattern and its characteristics. Thirdly, based on the two factors of inside mechanism and outside development environment, the paper analyzes the existing problems during the development of Rural Professional Technique Association and points out the crucial factors which is affecting and will affect the development of Rural Professional Technique Association. It also makes a thorough analysis of the cause of formation about the problems.Lastly, according to the research analysis of the existing problems about Rural Professional Technique Association of Jinan, the paper brings forward some countermeasures and suggestion, nails down the direction of its future development and advances some reflections and thoughts in order to promote the rapid development of Rural Professional Technique Association of Jinan and exert its demonstration and model effects.
