R & D institutions of Enterprise represent their market competitiveness and development potential. Through the Construction of R & D institutions, this could reflect the enterprise's core competitiveness and the level of enterprise's comprehensive strength. R & D project has the general project characteristics, such as unique, one-time, constraints and so on, and then it has features manifested in the innovation, knowledge, and high risk. At the same time, technological innovation is the main source of modern economic growth, which is remaining competitive, and promoting continuous improvement. It also is a high risk activity. So, R & D enterprise wants to play its due performance, the most urgent task is to give full attention to R & D project risk management of technological innovation.This paper is based on the Sub-topics of new management model for R & D institutions and technology innovation management research to Mining Research Institute of Yunnan Copper Group (Yuxi)——technological innovation risk management research of Mining Research project. Though the theory and analysis to the state about risk management of technological innovation and technological innovation project of R & D institutions, then building the system of corporate R & D project risk management research. First of all, according the project schedule of technology innovation project's entire life-cycle,we will divide risk management of R & D technological innovation project into five stages:initiate stage,research and development stage,field experiment stage,assessment and acceptance stage,Technique Extension (product production)stage; then the risk factors is divided into six aspects, which are technical risk, market risk, financial risk, production risk, management risk and environmental risk. Further more the risk factors and progress phase for the two dimensions of risk analysis matrix, and applying the risk matrix method combined with principal component analysis to assess risk; Finally, take an empirical analysis about technical innovation project of Yuxi Institute of Mining Research R & D institutions, and prepared Project Risk Management Handbook in the record for Yuxi Institute of Mining Research. Therefore we hope this research and the operational manuals can contribute to the further development for Yuxi Institute of Mining Research.
