As China's state-owned enterprises into state-owned assets management system and the establishment of modern enterprise system, stage, mode of executive pay are increasingly subject to the universal concern of the community, how to scientifically and reasonably determine executive pay, which is bigger strong state-owned enterprises, increasing the value of state assets, target of great practical significance. Paper the state-controlled city to H Water (Group) Company for the study, the first executive of the Corporation existing pay model described, analyzed the main problems and reasons, on this basis, considering the group of business size, industry characteristics and other internal and external factors, group executive pay model put forward the basic principles of optimal design, the main ideas and protection measures to the reform and development of the group helpful.
