How to measure the contribution of staffs in the enterprises, it can play an important role to achieve strategic objectives enterprise on enhancing the enthusiasm and creativity of staffs. As a core function of human resource management, performance management has an important mission, and as the core part of performance management, performance appraisal has to great significance to get to performance management goals. Therefore, enhancing the importance and implementation of performance appraisal, it can create a competitive and motivating work environment for enterprise development, which is conducive to maximize employee potential and improve labor efficiency, fostering the enterprise's core competitiveness. As Changsha 5712 aircraft maintenance limited company's core staff Intelligent staffs have played an important role in the company's business, skills and development strategies. However, the elevation method of intelligent staffs is still not free from the traditional planned economy methods, which affected the enthusiasm of the staff of intelligent and creative playing. In this paper, as Balanced Scorecard a performance assessment tool to explore the staff performance appraisal in the intelligent application.This paper is divided into six parts. The first part introduced the research background and significance of the paper, detailed domestic and foreign research situation, and accounted for the main research methods. The second part is an overview of the basic theory, it defined the concept and analyzed its characteristics of intelligent staff, introduced the concept and value of performance appraisal. This paper introduces the basic concept of the balanced scorecard, and from a financial, customer, internal processes and learning and growth dimension of decomposition, described the process of Balanced Scorecard application. The third part introduces the status and the number of intelligent people about 5721 company, analyzed the company's status and employee performance appraisal problems and the causes of problems analyzed. The fourth part designed performance appraisal system for intelligent design principles, and analyzed of intelligent design staff performance appraisal index system of the whole process, and intelligent people to give the relevant performance index score. The fifth part researched the protection of performance appraisal system elements, the concept of change, assessing institutional setup, and improve relevant systems, enhanced training and promotion, pay system reform and information support systems are important elements of building. Finally the paper summarized the text and analyzed the shortcomings of the study.
