The emergence and development of HRM outsourcing, is one of the main human resource management development trends in 21 centuries. HRM outsourcing is human resource management outsourcing. It means make use of outside resources strategy, analyze the HRM functions, entrust all or part non-nuclear work to the talented person serves professional organization, its aim is saving cost,optimizing human resource collocation,reducing investment risk by using outside brains. Small and medium enterprises occupy very important position in national economy, with the outsourcing market's maturity and the furious competition, and the need of small and medium enterprise's one's own development, more and more small and medium enterprises accept the new management mode. In our country Small and medium enterprises are quite deficient to the HRM outsourcing's understanding, and the fundamental research t is not enough, this is also the topic point and the value is of this paper.This article bases on the before HRM outsourcing research, analyzed the enterprise HRM outsourcing's existence questions, and proposed the countermeasure mentality to enterprises develop the HRM outsourcing effectively, then bases on the decision goal, the decision criterion,and the decision scheme constructs the decision model of enterprise HRM outsourcing, and use the AHP method to help enterprises choose outsourcing model.This article is divides into six chapters. the first chapter mainly analyzes the background and the inevitable trend of HRM outsourcing. The second chapter mainly introduces the HRM outsourcing's correlation theories, completely reorganizes the HRM outsourcing fundamental research.The third chapter puts forward the corresponding countermeasure proposal by analyzing examples of small and medium enterprises HRM outsourcing.The fourth chapter constructs the decision pattern which is suitable for the Small and medium enterprise HRM outsourcing decision, and summarizes the application flow. The fifth chapter mainly elaborates how to apply this new pattern unifies the case. The sixth chapter is the conclusion and the predict, which proposes further study bases on the summary paper research content.This article uses the collection material, qualitative analysis, quantitative analysis, case analysis and so on, uses the analytic hierarchy process establish the decision model's level structure drawing, helps the enterprise to make the outsourcing decision, and unions case carry on the empirical analysis.This article theoretical innovation is basing on the decision model, the article constructs structural model for the enterprise HRM outsourcing decision-making from the decision goal, the decision criterion and the decision scheme, and weighs to the decision criterion from the condition, the repayment, the risk, and constructs the flow chart of enterprise HRM outsourcing decision-making process.The practical innovation is useing the analytic hierarchy process in the enterprise HRM decision pattern.
