Since the 1990 s,with the advent of economic globalization and information network era,information and communication technology outsourcing has been rapid development,information and communication technology in business management and development will play an increasingly important role,the current The competitiveness of an enterprise depends on the number and quality of the application's advanced management tools and methods.In this environment,the outsourcing mechanism plays a special role.Outsourcing(ICT outsourcing)in the field of information and communication technology is more common in large enterprises,while ICT outsourcing in small and medium-sized enterprises is at its stage.There is also a similar situation in Belarus.Therefore,it is of great theoretical and practical significance to study the decision-making method of IT outsourcing in small and medium-sized enterprises.First of all,this paper analyzes the situation and problems of the use of ICT outsourcing by small and medium-sized enterprises in Belarus,and then comprehensively studies the existing outsourcing decision-making methods and theories from a number of perspectives and makes relevant reviews,and then from the domestic and foreign ICT outsourcing market,Large-scale enterprises and small and medium enterprises to use ICT,ICT outsourcing risk and customer satisfaction and other aspects of the analysis,and the use of outsourcing of small and medium-sized enterprises in Russia to compare the characteristics of large enterprises to use ICT outsourcing experience does not apply to Small and medium enterprises,while the experience of foreign small and medium enterprises have limited.And the current major decision-making methods have many shortcomings,such as: the provision of qualitative and quantitative analysis at the same time;understanding and implementation of complex;missing risk assessment;can not be based on different outsourcing objectives to make changes to the method;lack of specific stages,Use the suggested description.Based on the above process,the author puts forward the decision method of ICT outsourcing of small and medium-sized enterprises,which includes both qualitative analysis and quantitative analysis,and put forward the use index and its importance evaluation scale.The approach is intended to serve SME managers.Finally,through a practical application with a local business in Belarus,the feasibility of the decision-making method has been verified and a very good effect has been achieved.
