The Research On Comprehensive Benefit Evaluation Of The Project Of Conversing Cropland To Forestland

With the modernization and progress in human civilization, China is facing the population, resources, environment, food, energy and many other serious problems. Speeding up the establishment of vegetation and improving the ecological environment have become a great and urgent strategy task. The project of conversing cropland to forestland is carried out in this background and is the ecological construction project which involves the most investment and the most population in China. It is in the stage of consolidation achievement and its effect and benefit has been paid much more universal attention in China. This paper aims to evaluate the comprehensive benefits of the project, to reflect the result and development tendency and to achieve the following goals: firstly, to discuss the overall efficiency evaluation theory of project and analyze the intrinsic motivation and theoretical basis of project implementation; secondly, to explore ways to evaluate efficiency of comprehensive benefit and select scientific evaluation methods; thirdly, scientifically evaluate the comprehensive benefit of conversion of farmland in Sichuan, with the use of the theory and methods above.Aimed at the characteristics of forestry projects, this paper uses the knowledge involved forestry, ecology, economics, ecological economics to analyze and explore reasonable and feasible evaluation theories and methods. The basic evaluation data was analyzed and processed to complete comprehensive benefit evaluation of the project of conversing cropland to forestland in Chaotian District. The research formed the following views and conclusions:1. The project of conversing cropland to forestland has the typical positive externalities (or external economy). There is a difference between individual needs and other members of society in the project due to the existence of the characteristics. The difference is marginal external cost effectiveness, which means the State should offer economy compensation to farmers by non-market mechanisms.2. The project of conversing cropland to forestland is an ecological construction project with modest scale. Through rational allocation of ecological resources and economic resources of farmland, the construction of the project will achieve the optimal scale and the resources will be rationally allocated.3. Conversing cropland to forestland can be attributed to the meaning: From the dialectical point of view, returning farmland to forest is actually a process for solving the conflict between man and nature, and regulating the relationship between man and nature. This process is to deepen awareness of conversing cropland to forestland through policy guidance and benefit comparison. And then, implement resources allocation to slope soil, deserfication and saline-alkali soil step by step, while adjust the industrial structure and increase income to meet the ecological and economic win situation.4. Existing evaluation methods mainly use the application of analytic hierarchy (AHP) method to build up evaluation index system of project benefit. It is specific qualified and is worthy of spreading and applying to use distance function model in comprehensive assessment model to analyze project benefit.5. Following the principles and methodology of comprehensive benefit evaluation, based on the actual situation, 19 evaluating indicators of the project of conversing cropland to forestland in 3 levels are structured in the view of social benefit, economic benefit and ecological benefit. AHP is used to identify weights of index and distance function model in comprehensive assessment model is used to calculate valorimeter value.6. According to the evaluation index system, combined with the actual situation, 19 actual value and reference value of evaluation index were identified and comprehensive distance index of the project was obtained. The benefit is at common level and the effectiveness is well. Economic benefit of project is the greatest and its distance index is 0.0582, followed by social distance index for 0.0779. The last is the ecological benefits and its distance index is 0.3838. Evaluation results show that integrated benefits play slowly in example area.7. According to evaluation results, along with actual situation in Chaotian district, put forward specific measures and suggestions to improve the effectiveness and sustainability, to consolidate the achievements and promote the continuous development of the project.
