A Research On The Role Of County-level Government In Public Service In The Rural Area

Currently, since the "open door" policy has been carried out, our country's economy develops rapidly. However, the economy in rural area develops at a slow speed, and farmers have different kinds of pressure in face of this situation, which also result in ever-increasing social problems in rural area. Today, those problems have become obstacles of building New Rural Area and Well-Being Society. The shortage of public service is the principle reason of social problems in rural area. China's development has been centered on the city for a long time, and devoted a great mass of social resources to the industry in cities. Also, China takes different public policies between rural areas and urban areas, and it forms two different distributions of interests, which results in different situations in the two areas. The difference greatly impedes farmers to access public service provided by the government. In the urban area, residents can enjoy public services freely. However, in the rural area, farmers have to pay for public services with their low-income, which causes a large gap between rural area and urban area. This situation not only harms farmers' interests, but also harms harmonious development between rural area and urban area. Therefore, the government should take the immediate demand of farmers as priority, and take measures to provide effective public service.The county-level government, as an important and fundamental governmental institution, it plays a crucial role in improving public service and promoting the economy in rural area. Hence, during the process of building the harmonious society, in face of the backward situation of public service in rural area, it is important to make an analysis on the role of county-level government in public service in rural area and provide suggestions for it. The research employs literature review, case study, and comparison methods to analyze the role of county-level government in the public service in rural area. The research consists of five sections. The first one focuses on the background and significance of this research, and then provides three related definitions. The second one stresses new public service theory and governance theory. Also, it analyzes the role of government in public service in rural area, which is the foundation of the research's analysis. The third section focuses on the case study of Panshan County, introduces the current situation of public service in rural area, such as infrastructure, sanitation, education, and social welfare. Then, it analyzes problems and reasons of the backward situation of public service in rural area. The forth section.introduces the situation of public services in rural area in developed countries. In the last section, it highlights the role of county-level government in public service in rural area and put forward recommendations for it.The research is not only helpful in the effective and fair supply of public service in rural area, but also in formulation and implementation of public service-related policies, and then promotes the construction of the New Rural Area. In addition, it is significant for the research of Chinese governance, and the building of harmonious society.
