The Study Of The Rural Circulation Intermediary Organizations

When the rapid development of city urbanization drives the development of ruralareas,a large number of farmers change their original way of life.As they go into the city towork,they let their land lie idle.We know,in the rural area,their is only collectiveland_ownership,so people can not sell their land by themself. It makes many land lie idleand many farms can not get enough land. So it is meaningful to study how to circulate therural land effectively. The traditional rural land transfer mode is farmers trans their landbetween themself.In the premise of not changing how to use the land and who is thecontractor, some people borrow their idle land to the needers.But this kind of behavior maydisrupt the land transfer market,and the more important is the spontaneous land transfer islow efficiency,it can not meet the demand of land transfer. In order to protect the landtransfer market develope in a healthy and order way,and as far as lowing the cost to gethigh efficiency,protect the legitimate rights and interests of farmers,we need to build ruralland circulation intermediary organizations. Chinese rural circulation intermediaryorganizations built from2003,and have a good development in Sichuan and Zhejiang, butit can not develope to all parts of the country, due to the many influencing factors.Based on the review of at home and abroad literature,we get a basic understanding ofrural circulation intermediary organizations,and decide to use AHP to study the influencingfactors. Then we introduce the institutional change of Chinese rural land circulation andthe change of Chinese rural land circulation mode. To analysis the current situation of ruralcirculation intermediary organizations,we introduce the characteristic、the running mode、the interest and the influencing factors of the rural circulation intermediaryorganizations.After we determine the influencing factors of the rural circulationintermediary organizations,we use the final results to guide the countermeasure ofimproving the rural circulation intermediary organizations of Guangdong. From this paper,we get four results:(1) The farmers、the government、the bigger farmers and the rural circulationintermediary organizations influence each other. The all have their own interests,and theyall influence the development of the rural circulation intermediary organizations.(2) Based on the analysis,we find the concrete influencing factors,as behavior offarmers(the reliant on the land、the level of education、the labour trance、the knowledge ofrural circulation intermediary organizations),regulation(the law of contracted responsibility、social security measures、law sport of rural circulation intermediaryorganizations、the law of land transfer、the law of land transfer property rights),governmentbehavior(economic、 support、 position、 function),the rural circulation intermediaryorganizations(personnel、funding chain、function、publicizing).(3) From the result,we find the most important is the farmers,it gets0.36527. Then isthe law support,getting0.28755. The knowledge of the rural circulation intermediaryorganizations(0.48812) influence is important to farmers,and the social securitymeasures(0.42118) is also important to the law support.(4) We give a plan to improve the development of the rural circulation intermediaryorganizations,such as publicizing、perfect the laws.
