Human capital has played a more and more important role to economic growth under the background of an era of knowledge economy and globalization, it has become one of the key indicators when evaluating the comprehensive national power, this also applies to the regional economic development. Therefore, estimating and analyzing regional comprehensive level of human capital all sidely and objectively on the base of rational definition is of very importance. Shandong and Jiangsu provinves were chosen as the object of study, then indicator system of human capital was established in this paper, after that, the whole situation of the level of these two provinces were analyzed and compared in the round , conclusion were given at the end of this paper.The main content of this paper contains five parts as follows:Part one is foreword.The backgrounds of choosing subject,singnificance of study,situations at home and abroad and the content as well as methods were introduced in this part.Part two is the theoretical study of human capital. Connotation was explained first and then it was compared with human resources, after that the form and content of the investment of human capital was analyzed, the characteristic and evaluation were introduced at last.Part three is the evaluation system and model of the level of human capital. The specific content of the indicator system was fixed after elaborating priciples of system, then 40 indicators were chosen from the aspect of base,investment and stock of human capital respectively. The methods of assessing was represented at last.Part four is the comparation and study of human capital of two provinces. SPSS statistic software and special indicator evaluation method were used to analyze the whole level of human capital. The results shows: the whole level of Shandong exceeded Jiangsu only during the years of 2002-2005, but the average score and annual growth rate is higher than Jiangsu.On the base level of human capital, Shandong's level is higher than Jiangsu during the six years of 1999,2001,2002,2005,2006 and 2008, but the total base level and average growth rate of Shandong is higher than Jiangsu province;on the investment level, Shandong's level is slightly higher than Jiangsu during the years of 1999,2000,2002 and 2006,the amount of investment has been increased from 2003 in Jiangsu province,, the amount of investment has been increased from 2003 in Jiangsu province, its annual average growth rate was 2.79,which was higher than 2.49 of Shandong accordinly; the change tendency of stock of these two province is the same of its total level, that is, the stock of Shandong was higher than Jiangsu in the years of 2002-2005, as well as the annual average stock and growth rate is bigger than Jiangsu.Part five is the conclusions of this paper.There are six conclusions according to the analysis as mentioned above: the tendency of human capital stock level and total level are the same, the investment level and stock level are relevant, base level and investment level are relevant, economic basement of Shandong province is much thinner, the investment of education and technology of Jiangsu province is much higher and the health level of Jiangsu province should be improved later. There are main two innovations of this paper: comprehensive indicator system was established on the base of the theory and measuring of human capital ; besides, Shandong and Jiangsu were assessed and compared from the view of human capital according to the established indicator system, which supply a new idea for the study of regional level.
