| Industrial distribution reflects the distribution and combination of industries in a certain geographical space. The regional industrial distribution is closely related to the regional development environment and policy, whose change requires a new division of regional industrial distribution. In the State Council authorized plan of Guanzhong-Tian shui Economic Zone, there is a proposal to construct Xi'an (Xian yang) as an international metropolis. Xian yang then becomes a part of the proposed international metropolis. Adjacent to Xi'an, Xian yang City follows the integrated development of Xi'an and its industrial layout plays an important role in promoting the integration of these two cities as one. The industrial layout of Xian yang city has great significance for the coordinated development and optimization of industries layout in Xi'an (Xian yang), an international city. Therefore, this paper selected industrial layout of Xian yang as the research object based on the context that it is going to be part of an international metropolis. This paper analyzed the current industrial development, the industrial development environment and the industrial layout of Xianyang City by using multi-disciplinary knowledge and research methods, such as Geography, Regional Economics and Urban Planning. On the basis of analysis result and factors, this paper researched Xian yang City's industrial development position, development direction of key industries and development layout mode as well as spatial layout pattern. The main conclusions of this paper are as follows:(1) With The development of economical society and technology, the research scope of the industry layout has been greatly expanded and the focus points become diversified. Beside the regional pointing factors of industry layout; the centralization and diffusion mechanism, planning and policy guiding, technological creativeness and environmental protection of elements have increasing influence on industrial layout. Modern research on industrial layout should pay more attention on new elements especially those non-economic factors. Among those factors which affect the industrial layout of Xian yang, technology, human resource, information and institutional policies have more importance than those traditional factors, such as natural resources, communication and market.(2) The construction of an international metropolis will provide Xian yang a better platform for industrial layout, so that its industrial development can obtain a wider range of resources distribution, especially in the level of transport, communication and other infrastructure development. This would in term produce convenience for the industrial spatial concentration. Thus, in the context of building Xi'an international metropolis, the industrial layout research should not only focus on Xian yang. We need to enlarge our view and consider the coordinate development and industrial layout.(3) The industrial layout of Xianyang City aims to establish the city as a world-class tourist destination highlighting the theme of Chinese civilization, a key advanced equipment manufacturing base in the Northwest regions, a fruit production and processing base, an important energy and chemical base in the Guanzhong-Tianshui Economic Zone and a suburban agricultural production base for Xi'an (Xianyang) cosmopolitan. The industrial layout underscores the co-ordination among regions and the internal layout optimization of regions. There are three development layout models to promote industrial development in Xianyang City including the "embedded-Cluster", the "endogenous-axis extension" and the "integration-Network". The industrial spatial layout pattern is like this:"one core, two districts, three spheres; one belt, two axes, multiple points". |
