| Chinese regional developing strategy today has formed the pattern of developing in an alternative and ladder-like way after gradual adjustments. The Layout of Guanzhong-Tianshui Economic Zone Development, which was established in June 2009, proposed the strategic goal of developing Xian to a metropolis, making it the 3rd one planned by the national government, which is undoubtedly an extraordinary opportunity for Xian's revival. Then, the issues, such as the definition of a metropolis, what is the assessed goal of Xian becoming a metropolis, how to measure the process as well as how to seize this chance to realize fast-speeded development need to be discussed and researched. Based on economics, administration and management and statistics and considering Xian's reality as well as the requirements from the municipal party committee and government, this paper aims to establish the assessed goal of Xian becoming a metropolis through referring to the ready-made results made both at home and abroad and comparing Xian with various metropolises. At the same time, proper statistic indexes concerned with economic, social, civil development and communication with foreign nations which are scientific, typical and obtainable are screened out to evaluate the process scientifically and finally to form the statistic index system which is called The Evaluation Index System of Developing Xian to Metropolis. This system as well as the data of 2009 and 2011 will be applied to analyze the process and further to find out the weak points and propose developing steps and fields need to be strengthened, thus providing effective reference for pertinent governmental departments. |
