Xi'an Building An International Metropolis

Nowadays, the acceleration of urbanization development is the in the conditions of globalization and informatization in the word, it has the obvious characteristics of The Times: The flow of all kinds of economic resources broke the boundaries between countries, and the exchange of cities began to dominate the global exchange network economic, political, cultural, and social development lifeline. Therefore, the accelerated urbanization process of the world, showed not simply the number of cities rapid growth and rapid expansion of the scale around the world, more importantly, showed the formation of a global network of cities, a growing number of cities through mutual connection and access to global network system. In this network system, play a decisive role is the international metropolis whose influence beyond the national scope in economic, political, cultural, social, etc."The Guanzhong-Tianshui Economic Zone Development Plan" put forward to build Xi'an into international metropolis, which is the national development strategy of clear positioning. This paper proposed the internationalization metropolis'connotation, characteristics, formation mechanism and evaluation method of define after summarizing the research results at home and abroad, based on which, this paper analyze the strengths and opportunities of Xi'an. Currently, the global economic center has been transferring, China's economic has been more and more strength, the global economic structure has been adjusting and Xi'an gained many strong supports from the state. Xi'an has many obvious advantages:superior geographic location, comprehensive transportation and communication facilities, strong science strength and good international contacts. In the next chapter, firstly, we compared Xi'an with six more developed cities in urban development and internationalization, by principal component analysis and cluster analysis, then summarized Xi'an's gaps with these cities. Secondly, we compared Xi'an with three recognized international metropolis and two foreign more developed cities, by comparative indexes, then summarized Xi'an's gaps with these cities. Thirdly, we compared Xi'an with the internationalization metropolis'elemental standard, by composite index, calculated Xi'an's aims achieved. Finally, we summarized Xi'an's gaps which lie in the weak comprehensive strength, the low industry level, the incomplete service facilities, lack of open-minded, the insufficient of economic openness, hinterland comprehensive strength, and the levels of citizens. And on the basis of this analysis, we proposed Xi'an' s construction of the energy level in the international and domestic orientation:building an international tourist city, national innovation-oriented city, high-tech industries and advanced manufacturing base, domestic and international transport hub and western modern logistics and financial center. Based on the above analysis, we proposed three implementation phases:the initial stage, the accelerate construction and the overall development. Finally, on the basis of Xi'an strengths, gaps and requirements, we put forward recommendations in four areas to accelerate international metropolis construction:speed up the various planning, a clear direction of urban development, improve the management system construction, improve the level of government services, improve the legal system construction, improve the economy operating degrees of freedom, accelerate the pace of infrastructure improvement, etc.
