Study Of Local Government Cooperation Mechanism Under The Perspective Of Regional Economic Integration

On the rapid development of economic globalization and regional economic integration in the current time, China's regional disparity has become a strategic question which affect the China's economic and the social development gradually but has not been attention sufficient enough. Facing the threatening financial crisis and all sorts of questions which have produced under the regional economies integration development, the scholars and the experts who come from the domestic and foreign pointed out that the local authority's cooperation in the region is a rational choice, which will deals with the financial crisis, reduces the local disparity, enhances the local competitive power, realizes the region overall benefit maximization. Local governments have also recognized that only through cooperation can resist the risk and realize altogether wins. Therefore, the paper believed that promotes the regional local authority's relation and the cooperation will have great significance to deal with each kind of crisis and development questions and finally achieving social health, sustainable development on the present regional economies integration.Based on this understanding, this article analyzes local authority's cooperation from the perspective of regional economic integration. The paper takes the local cooperation as the object of study and takes "the benefit community" as an entry point to study the local government's cooperation and coordination under the regional economies integration development. The paper analyzed the primary coverage and the driving mechanism about the local government's cooperation by the application of correlate theories. The constructions about the local government's cooperation mechanism were proposed at end.The paper mainly consists of the following five parts:The first part is an introduction, mainly introduced this article research background, significance, the research mentality and the method and the related literature summary. The second part is the theoretical basis, mainly giving the definition of basic concepts and the introduction of relevant theoretical basis about local government's cooperation as well as the significance of the local authority's cooperation under the regional economies integration. The third part is mainly the analysis of the present situation and the main problems about the local government's cooperation under current regional integration. This part analyzed the main manifestation and the cooperation mode as well as the main problems of the local government. The fourth part is the analysis of the dynamic mechanism of local cooperation under regional economic integration, which mainly explains the reason why the local government can cooperate. This part begin with the logical point of local government's cooperation, pointed out that the union and the cooperation were the rational choice of the local government under benefit gambling by analyzing the driving force of government cooperation as well as the factors which impede the local authority's cooperation. The fifth part is the analysis of the local authority's operation mechanism. This part mainly proposed the principles and the institutional arrangements which the local government's cooperation mechanism should follow under the regional economies integration.
