The regional economic integration based on geopolitics is a tendency and representation of market competition and economic development. Its agglomeration effect helps to lower the cost and complement each other’s advantages, and develops the entire area. For example, areas like the Yangtze River delta and the Pearl River Delta are practicing the economic integration with hard exploration. In the process of economic management model changing from all rules to blocks, the local governments and the cooperation between local governments have acted as the key role in promoting economic integration. The pattern of cooperation among local governments has formed, but still some difficulties have been left to be addressed.This thesis discusses the difficulties in cooperation among local governments, with a research method of documentary analysis, theory analysis, case analysis, and comparative analysis. These analyses of causes and solutions aim to strengthen the cooperation between local governments, and form a new pattern of regional economic integration.In specific, in this thesis, the difficulties in cooperation among local governments are as follows:the local governments do not have sense of unified cooperation; local protectionism blocks the free flow of production factors among the regions; the ecosystem is divided and multiregional pollution exists; there are some deficiencies in the form and coordination of the local government cooperation organization; distrust lies among local governments; how to share the cost and profit of cooperation; the cooperation between local governments lacks supervision. The causes are:unbalanced development among regions; the paradox between local interests and cooperation; systematic obstacles in administrative division; lack of legal safeguard in local cooperation; and lack of political and systematical safeguard from the central government. The possible solutions are:to build up a Administrative Philosophy of win-win cooperation; to strengthen the coordinate role in central government; to transform the government functions in economy; to optimize the evaluating system of local government performance; to set up systematic multilevel institutional framework; and to consummate the relevant legal system.
