Development is inseparable from the people, cannot leave the female human resources, as the nation’s most populous province, henan province, the most abundant resource is the human resources, which occupies half of the female human resources can not be ignored, thus the full use and the development of female manpower resource, make its become to enhance me to save competition ability and stimulative economy of our province development the important force is very important.In this paper combined with the fifth and the sixth census basis, in Henan province the development of female human resources present situation and the existing problems were analyzed, and pointed out that the development of female human resources in the presence of constraints. Development of female manpower resource is unique not only in physical characteristics, more is the society for women’s human resources localization, because of the traditional ideas and the women’s own special diagnosis led to the development of female manpower resource investment is insufficient, the female human resources senior talent less, at the beginning of the intermediate personnel relatively more; high-tech talent less, traditional professional talent is relatively high; highly educated talent less, low educated people relatively more; composite talent less, single people is relatively more, of course this kind of female human resource structure is not reasonable in the national scope.But it is widespread, Henan province is a manpower resource big province, the irrationality is more obvious. And as a big agricultural province of Henan, the women left in rural areas is more, mostly did not receive a good education, and even a lot of compulsory education is not completed, leading to the existence of a large number of rural female human resources waste, have not been well resolved, in the full development of Agriculture under the background of modernization, if not fully solve the problem of Left-behind women development, will form constraints on the development of agricultural modernization. To reslove the development of female human resources the problems in Henan, this paper combined with the analysis of the results presented in the development of human resource of introducing gender perspective, giving women more attention to female employment, create a good social atmosphere, and enhance the overall quality of the female human resources, according to the different levels of female targeted development suggestionHuman resources reasonable development and use is to promote social progress the cornerstone of development, accounting for nearly half of the female human resources development should be the concern of the community, this article on female human resource’s unique point of view, combining the objective description of data, and puts forward the related proposal.
