This paper is to analyze the significance of the allocation of science and technological resources to the regional innovation in terms of industry clusters, interregional trade, and the transmission of technology and information by using of the theory of economic growth and regional factor flow. The paper considers the specific circumstances of the development of Beijing-Tianjin-Hebei region and points out the problems that may obstruct the integration of science and technological resources and the innovation of technology with drawing on the experience of the promotion of technological innovation by the science and technological factor flow in the Yangtze River delta and Pearl River Delta. The paper also puts forward the concept of the integration of science and technological resources and innovation of technology, and proposes the strategic choices and suggestions accordingly. |
