Recently, in order to cope with the rising pressure of resources and environment in the developed regions of eastern China and the dilemma of weak economic and technological foundation in the developing regions of mid-western China, part of the industry have begun to explore the territory of regional industrial transfer, such as the large-scale migration of the notebook industry from Kunshan to Chongqing and the migration of Foxconn factories from Shenzhen to the northern and western regions.There are signs that China's interregional industrial transfer is in full swing, with the phenomenon of such industrial transfer increasingly wide spreading and highlighting the characteristics of selective transfer of some industrial(Selective Industrial Transfer). To regulate and effectively guide the industrial transfer, the State promulgated the "Guiding opinions of the State Council on undertaking industrial transfer in the central and Western Regions",and put forward the Concept of "optimization of industrial space layout" and"collaborative innovation" in the guiding ideology of the manufacturing power strategy for the first ten-year action programme—"Made in China(2025)",so how healthy and orderly to promote the selective transfer of domestic industry has become an important part of the national industrial development strategy. Interregional selective industrial transfer not only contributes to the formation of close industrial association between the transfer-area and undertake-area,but also the formation of a close technical relevance to promote coordinated development of technological innovation between them.Technological innovation synergy is caused by the selective industries transfer,and its formation will become the decisive endogenous factors of economic and sustainable development between the two areas. Therefore, how to reveal the internal mechanism of interregional technological innovation synergy driven by selective industrial transfer and conduct empirical verification is the core proposition of this research.First of all, this study analyzes the theoretical basis and realistic foundation of interregional technological innovation that was driven by selective industrial transfer.Through the combing of the main concepts and basic theories, it further clarifies the connotation and extension of the main concepts, research status and the theoretical value of this study, so as to reinforce the foundation of this study. Starting from the China's four major economic zones, it comprehensively analyzes the status quo of, dynamic mechanism and basic features of industrial transfer between the four economic zones by means of statistical analysis of data, explores evolution path of regional technological innovation from the perspective of interregional selective industrial transfer, and discusses the synergy between the elements and the main bodies of the interregional technological innovation. Then it sums up the main issues in the process of interregional technological innovation, such as the sporadic of the main body, the simplification of the forms, the low efficiency of the results and the discretization of network, and further discusses the main reasons of the problems from the aspects of the technical cooperation base, the technology spillover power of the transfer and the synergy mechanism of the regional technological innovation.Secondly, the interactive authentication mode of "conceptual model-mathematical model-empirical model" is used to demonstrate the synergy mechanism of interregional industrial technology innovation. By using the method of combining typical case analysis with comparative analysis, it compares the basic differences and characteristics of the technological innovation between the industrial transfer-area and undertake-area in selective industrial transfer, in other words, the transfer-area is mainly engaged in product innovation as the core of technology innovation,while the undertake-area is mainly engaged in process innovation as the core of technology innovation in the process of industrial transfer. In this way, it constructs the conceptual model of the mechanism on the synergy of interregional technical innovation driven by selective industrial transfer. By constructing mathematical model based on evolutionary game theory about the synergy of interregional technical innovation in selective industrial transfer, corresponding game analysis method is used to find out the equilibrium solution of the game, as well as the optimal strategy taken by both sides in the optimal equilibrium state. Then, it establishes an empirical model of interregional technological innovation synergy based on the coordination degree of compound system, and builds an evaluation index system of interregional industrial transfer technology innovation synergy degree in selective industrial transfer. With the help of this compound system coordination degree model,it calculates the value of each order parameter of the three subsystems of the East, the middle and the west, and calculates the coordination degree of the eastern region respectively with the middle and Western regions, taking high-tech industries' selective transfer from the areas of eastern China to the middle and western regions as example.Finally, combined with the theory analysis and intuitive conclusions of research,some countermeasures are put forward to promote the coordination of interregional technological innovation under the background of selective industrial transfer from different angles of subjects, on the basis of theoretical analysis and empirical study, such as enterprises, governments, universities, research institutes and intermediary organizations.
