With the fierce market competition and the hostile environment, the end-of-life scrap copper logistics enterprises grow painfully. Laggard regulatory system and mode of production can not fit for the development of the enterprises, the achievement of process optimization and the increase of economic effectiveness. Improving the reverse logistics system which can bring the cost down, cut the response time short and improve customer satisfaction is the only way to developing the logistics market. Therefore, with the theory and the method of the reverse logistics the research of the scrap copper recycling has the great theoretical value and practical significance.Based on the studying of literature at home and abroad and their research results, this paper deliberates the system optimization of the scrap copper recycling by using the theory and tools of the reverse logistics, at the same time it applies the TOC's management technique and its important criteria in the reverse logistics. And theory elucidation and case analysis are used to illustrate TOC's feasibility and effectiveness. Firstly, this paper introduces the current situation of copper,and analyze the current situation and the problem of the copper. At the same time the process of copper recycling is elaborated by"STAF"model including four stages—copper production, copper products manufacture, copper products use and copper scrap reclaim. The social reservoir's variations and flows of copper in China are summarized by using this model. Secondly, based on the characteristic of the scrap copper recycling, this paper builds a scrap cooper recycling network optimization model, uses Integer linear software and illustrates the validity of the proposed mode by using the real data from the enterprises. Thirdly, applying the TOC's Thinking Process(TP) to analysis the problems of the scrap copper recycling logistics enterprise, this paper provide a set of management method and technologies to distinguish and eliminate system bottleneck .Not only the theory and technology of the Reverse Logistics, Theory of Constrains and Substance Flow Analysis complete the management theory and technology of the scrap copper recycling, and expand the application field, but also adjust and optimize the logistic system of the scrap copper recycling, raise the scrap copper recycling efficiency, and realize the resource-conserving and environmentally-friendly product of the scrap copper recycling enterprise.
