Iron and steel industry develop rapidly in China. Since1996, steel productionranked first in the world for more than ten years. Mass production, mass consumption,and mass abandoned amount are three features of our iron and steel industry, whichhinders not only the sustainable development of China’s iron and steel industry, butalso brought serious environmental problems.The raw material which is essential for sustainable development of iron and steelindustry is especially important for EAF steelmaking. From an environmentalperspective, scrap instead of iron ore steel, can reduce gas pollution86%, waterpollution76%, and water consumption to40%, as well as reducing the mining waste97%,which highlights environmental protection, and reduce s significantly theamount of pollutants; from the energy point of view, scrap steel required energy onlyby about1/3of the ore steel, therefore, steel scrap recycling not only reduces theproducing process from the iron ore to crude steel, but also directly reduces theenergy consumption.During the “Twelfth Five Year Plan” period, our nation will accelerate theadjustment of industrial structure, change the mode of development, promote the lowcarbon economy and circular economy, and build a “resource-saving,environment-friendly” society.Therefore, China application of scrap iron and SteelAssociation officially launched the <iron and steel scrap industry--Twelfth Five Year"development planning proposals "> in November6,2010The "suggestions"completely summarized the development and existing problems of China’s iron and steel industry association during the “Eleventh five” period, creatively puttingforward the concept of "iron and steel scrap industry" and the targets of supplementof the scrap, specific security and developing advice in the "Twelfth Five Year Plan"period.China is now the world’s first steel producing countries, as well as the world’slargest scrap demanding market. Most of our steel used in engineering andconstruction industries, taking long period of time to recycle, therefore, resulting inscrap savings low; at the same time, waste recycling and processing of iron and steelstays in the loose state, lacking of strict management, which is more individualcontract or personal business, and less enterprises of the comprehensive utilization ofthe larger scrap, resulting in the efficiency of scrap recovery is not high.In the whole running process of YQ company Jilin office currently, there aremany problems exist in the sessions of recycling, processing, sailing,for instance,chaotic layout, unreasonable designing process, substandard financial control andother practical problems, thus altogether greatly reducing the efficiency of operationof the whole department. This paper aims to design the present layout, analysis thebusiness process, find out more reasonable layout and business process, and finallyimprove. the operating efficiency of the Department,increasing the profit of theenterprises.Based on this, the paper use the recycling process of abandoned steel of YQcompany office in Jilin as the research object, finding out the way that improve theefficiency of resource during the recycling process. It will present the significance oneffectively preventing and controlling environmental pollution, promoting recycle ofthe scrap steel, and energy saving.
