Study On Development And Change Of Governmental Regulation In China's Telecommunication Industry

We are now standing at the threshold into the twenty first century. China's telecommunication industry, the once natural monopoly industry, has gone through unprecedented impacts and has been a persistent focus of the entire society. It also has undergone drastic changes from a state owned enterprise to a market oriented one playing a leading role in market competition in a step by step manner. Research on governmental regulation on the industry of telecommunication will also provide reference for establishing modern governmental regulation system in other naturally monopolized industries and even in other economic or social regulation fields.The first chapter introduces the motivation and significance of this study, reviews the current research on this topic both home and aboard, and explains the research clue, framework and methodology. Research on the governmental regulation on telecommunication will promote the transfer from the "all-round state" to "regulatory state", the better regulation and industry development, and further the social harmony. The second chapter discusses the necessity of governmental regulation on telecommunication, proves that good government regulation is indispensable to the modern market economy, describes the regular phenomenon of Chinese telecommunication, analyzes the justification of governmental intervention. The third chapter takes scientific data as a basis, describes telecommunication historical development of governmental regulation in China, In forth chapter, based on economics and history, this paper discusses and analyzes the relevant truth and existed advantages and disadvantages of telecommunication regulation development on three domains. The fifth chapter introduces the present conditions and problems regarding the regulatory agencies of telecommunication in China. In sixth chapter, in consideration of trend of "fusion of three nets", Chinese situation and foreign experience, the writer thinks that, government control on market entrance and telecom fees shall be weakened gradually, while the control on service quality, interconnection and universal service shall be strengthened. The paper concludes that we need to create a government regulation system that combines the foreign successful experience and suits to the Chinese situation.
