Regional Traditional Industrial Transformation And Decision Theory And Model

Accelerating breeding and developing strategic emerging industries, is an important action for seizing the high ground of new economical and technology development. Training and development of new industries there are two ways for growing strategic emerging industries:One is depended on the new technology to develop new industrial; and the second one is upgrading and transformating the traditional industry to emerging industries. For a considerable proportion of traditional industries in China, the regional development of strategic emerging industries, not "innovation" type of development without traditional industries, but rather a "fusion of old and new" type of systematic upgrades, including the promotion of traditional industrial upgrading will be an important way. Realizing the upgrading and transformation of traditional industries is also in line with the general requires of regional industrial structural adjustments. But not all traditional industries could realize the upgrading and transformation, therefore we need to establish an evaluation method in order to make a correct decision.By use of evaluation theory and strategic choice theory, this paper discuses the theory and model of upgrading and transformation of local tradition industries through three dimensions in correspondency to the needs of the national industrial structural adjustments, the current basis of the regional industries, and correspondency to the needs of regional economy reality. The main studies are as follows:First, make a theoretical analysis of decision-making of upgrading and transformation in local traditional industries based on perspective of cultivation in strategic emerging industries; second is to establish a type of model based on the industrial similarity to discriminate the category of traditional industry, and also the possibility of upgrading and transformation in traditional industries was judged; third is resulting the relevant concrete advices on the applicable route based on the different types of traditional industries; Fourth, model application to verify the correctness and practical of the above theoretical model. This provided a practical method for upgrading and transformation in local traditional industries based on perspective of cultivation in strategic emerging industries.
