According to Chinese current industrial development, the real estate industry downturn, and traditional industry excess manufacturing capacity,besides,the government debt crisis continues to grow up,which lead to the lack of new point of growth for government. Furthermore,the traditional way is difficult to continue and the new way is difficult to carry out.as we know,our country has clearly put forward to "To stock, to leverage, to capacity"to enhance the awareness of government personnel,and industrial transformation and upgrading of the concept has been widely accepted.However, transformation and upgrading is not Shutting down the traditional industry to develop emerging industry, in a word, industrial transformation is not to restructure the industry, and upgrading is not to development of high-tech. in other words ,what to do?
