Study On Developing Strategic Emerging Industries Based On Traditional Industry Transformation

In October 2010,the State Council of China proposed vigorously to develop strategic emerging industries,which can not only promote the optimization and upgrading of industrial structure,but also to promote China's economy from a labor-intensive products output into the national technology products output.After 5 years of unremitting efforts,the strategic emerging industries at the national level has become the focus of industrial development.At the regional level,the selection and cultivation of strategic emerging industries have achieved considerable success.However,differences between regions remain distinct.Especially in those economically underdeveloped areas,the original industrial base is relatively weak,and the development of emerging industries is relatively slow,which has seriously hindered the economic restructuring,upgrading and adjustment of industrial structure.It is not easy to catch up with the developed regions and to narrow the gap between the rich and the poor.Therefore,based on the view of optimizing and upgrading traditional industries,this paper studies the development of strategic emerging industries,and explore the formation of the conditions and growth path of development.Taking Gansu Province as the research object,this paper discusses how to develop strategic emerging industries in Gansu Province.Therefore,the content of the research on the strategic emerging industry research system has both theoretical and practical significance.This paper focuses on the development of strategic emerging industries related issues,including the following aspects: First of all,this paper expounds the background,significance and purpose of the topic,reviews the research on the backward areas and strategic emerging industries,and defines the concept.Secondly,analyze the relationship between traditional industries and strategic emerging industries.According to the life cycle theory,the interactive evolution between them is studied.It is concluded that traditional industries can become strategic emerging industries through transformation and upgrading.And we should give priority to the development of strategic emerging industries which is related to traditional advantage industries.Thirdly,taking Gansu Province as an example,the present situation of strategic emerging industries in Gansuprovince and surrounded developed provinces is analyzed.Finally,based on the new perspective,establish a comprehensive evaluation index system of traditional industries related to strategic emerging industries in Gansu Province.Through empirical analysis,we concluded that Gansu should give priority to the development of new materials,new energy,high-end equipment manufacturing,new generation of information technology and bio industry.And puts forward some countermeasures and suggestions for the development of strategic emerging industries in the traditional industry transformation.
