In this thesis, the property management modes and their status at home and abroad are studied by Comparative Analysis Method combined with the practical work experience of the author. SWOT,PEST and stakeholder analysis are used to analyze the external and internal environment of Hunan Xiang Cheng Property Management Company. The property management hierarchy of needs of civil servants residential area is investigated and analyzed by survey and the market positioning of Xiang Cheng Property Management Company is studied. Finally, the author designs the operating mode of the property management for the civil servants residential area and makes a number of strategic management restructuring measures.This thesis argues that there are four major problems currently exist in Xiang Cheng Property Management Company. The first one is that the enterprise market positioning is unclear and the lack of long-term development strategy. The second one is the imperfect system and mechanism and the lack of driving force for development. The third one is the single business and shortage of funds result in the status of hovering for survival and unable to push innovation and development. Moreover, the shortage of professional management personnel, the unclear relationship with the developers and many historical issues are also the problems need to be solved.The author believes that Xiang Cheng Property Management Company must create "two modes" and "two changes" through a series ways including management mode change, property system innovation, business models establishment and management system reform. The ultimate goal is to form a management model of "service integration, category management". To achieve this goal, Xiang Cheng Property Management Company needs a substantial adjustment on the organizational structure, needs to establish classified business units and professional subsidiaries and needs to carefully select partners and business. Meanwhile, based on the optimized organizational structure, Xiang Cheng Property Management Company should strive at selecting the right business model, simulating market accounting and gradually advancing market-oriented mode.
