By the end of 2009, The State Council issued Measures on Speeding Up the Development of Tourism, marks the entry of tourism into the national strategy system of development. The 12th 5-year Plan for tourism explicitly proposed that tourism should be developed as one of the strategic pillar industry of the nation, which will keep fast growth in the next five years. Given the background, Suzhou—one of the most important tourist cities of China is expecting an even brighter future in tourism development.Tourism enterprises are the most active factor in the industry. With significant quantities, diversified types and balanced distribution, the tourism enterprises in Suzhou are maintaining steady growth in recent years. However, through a thriving surface, it is not hard to find the malaises:tourism has been lagging of human resources development, which also restricts the development of the tourist enterprises.On the basis of study present literature on human resources management and tourist human resources management, this paper analyses the situation and management strategy of human resources in tourism enterprises in Suzhou. The emphasis of this paper is the empirical research of human resources situation, including basic features, management modes and flowing patterns, ect. of Suzhou tourism enterprises.This paper summarizes the problems of human resources management in the tourism enterprises, including low quality, fast flow, unbalance supply and demand, insufficient training, incompetent payment mechanism. As a conclusion, the paper suggests 5 strategies for tourism enterprises on HR management:setting up suitable HR plan, increasing training investment on HR, regulating performance evaluation, promoting cultural development and strengthen cooperation with different parts of the industry.
