The Study On Mode Of Hainan's Tourism Authorized To Operate

On January 4,2010, as the State Council issued "The State Council on Promoting the Construction of Hainan Island for the Opinions of International Tourism Development", the construction of Hainan Island for international tourism has risen to national strategy, which will bring with a new round of tourism development. Because of the limited of Hainan's tourism resources, many considerations related should be considering how to manage and operate, and which model can be the most effective. This article will point out ideas and proposals to contribute to tourism development in Hainan.Follow the Chinese tourism resource management, Hainan's tourism management has also experienced a course from a pure public service management to the government and then to business franchise, and finally to the modern enterprise system. There are four phases until now. Although in recent years, tourism resource management has been rapid developing in Hainan's tourism, it still exists the absence of ownership of the main body, especially, the agency mechanism forms of ownership are not clear and bright, administrative governance weakened the franchise operator and so on, so it is imperative to innovate the management mode of mechanism of tourism resources in Hainan.This paper starts with the Tourism Resources Management status and problems in Hainan, which uses "ZTE model" in the management of tourism resources. The main purpose of this study is to clarify the property rights of their tourism resources in relations of Hainan. This research for innovative of " the state-owned holding ownership, private have management right" mode of mechanism, to achieve the diversification of property rights. In the legal form of hard constraints, it uses the property rights theory and the agency theory as the guiding theory and combines the equity incentives to coordinate the various interests. The public holding power without controlling the management right, the purpose of the state is to pursuit for preserving and increasing the value of state assets to achieve the separation of ownership and management.
