The competition between enterprises in the 21st century are more and more reflected in talent. Performance management acts as the key to the promotion of the competition which is the indispensable part of human resources management.However Lots of state-owned enterprises failed in implementation for various reasons such as misconception in managemet, unsuitable organization structure and rigid rulues.Municipal engineering industry which mostly belong to government public service projects, has characters of high service requires, strong politics, project complex, as well as uncertainty. So it asks to modern project management industry transformation. And establishing a scientific and reasonable performance management system is urgent today.Here we take SY municipal engineering company as an examle, to explore the way of performance managemen in state-owned enterprises with case study.Firstly the paper expounds the background and significance of the research. After the definition of performance, performance management and performance evaluation etc nouns as these, the present research about this home and abroad are illustrated. Secondly we investigate the circumstance of SY Municipal engineering company, and find some problems like serious equalitarianism and employee's lackage of performance assessment consciousness without performance feedback etc. Based on these problems the performance management system is analyzed and redesigned with the method of balance score cards and key performance indicator. Then project operation department is taken to show the detail content of the optimized performance valuation system. In the end, we have an analysis on the possible advantage and disadvantage of the performance management system, and reach a conclusion.
