| Hunan is a big agricultural province, and the issues concerning agriculture, the countryside and farmers have been broadly concerned by all quarters of society in recent years. Rural infrastructure construction is the material condition of new rural communities construction. As the important component of rural infrastructure, rural water infrastructure play a foundational part in improving agricultural production, raising the peasant's living standard and preserving the ecological environment. Hunan's rural water infrastructure construction have maked encouraging progress currently, which have been attach great importance to by government at all levels. However, there are series problems in current situation: the total input of rural water infrastructure is in a great mess, input project structure is not balanced, input is inefficient and unfair. As a result, the supply of water infrastructure have separated from the pratical needs, optimizes resource configuration is not shown, the rare public resource is loss, which impede progress of rural development in a certain extent. Hence, Reserching on status of input of Hunan's rural water infrastructure has the realistic significance to solve the problems of Hunan's water infrastructure input in rural.From Hunan's situation, this paper first expounds concept system of rural water infrastructure input, analyses rural water infrastructure's economics character, analytical perspective and influence factors of rural water infrastructure input, puts discussions in theoretical foundation of input in construction of rural water infrastructure. Secondly, it gives presentation in basic information of Hunan's rurual water infrastructure input, expounds on problems,adverse imapct and reasons of rurual water infrastructure input. Finally, based on learning exprience from foreign input in rural water infrastructure input and proposing the overall vision,it has exploration in the practical choice of improving rural water infrastructure input in Hunan. |
