Research On Autonomous Management Of Small Rural Water Conservancy Infrastructure Independent Governance Perspective

Rural small water conservancy infrastructure plays an important role in promoting local steady development of agriculture, but our country’s rural small water conservancy infrastructure has always been using without protecting and repairing. In order to change the "tragedy of the Commons", is popular in the mid90s the participatory irrigation management mode which attaches great importance to abroad have been introduced into China, according to it many rural ares gradually established association.The association provides a new way to solve the management problems of rural small water conservancy infrastructure, and at the beginning the construction achieved satisfactory results. But as a new thing, the association itself, there are some deficiencies and defects, this made the water users association can not operate normally.The author selected the guangxi DaHua Duyang village as an example,Questionnaire survey was conducted among100a member of the association of association,and with investigation visit, in the understanding of the association,under the premise of the basic structure and management system, in part to water user, the association of management personnel, bureau leadership and other related personnel’s communication is based on the survey data, further combining with ms ostrom autonomous governance theory to conduct more in-depth and detailed analysis. First proved that ostrom autonomous governance under the view of autonomous governance organization, and then analyze the association currently exist boundary set rules from the angle of the autonomous governance theory, content determination, collective selection, supervision and sanctions, conflict resolution,then organize their own interests, multilayer decentralization organization issues, put forward to solve these problems clear association border, perfecting the management association of decision-making mechanism, conflict resolution mechanism, management mechanism and increasing association propaganda, strengthen the cultivation of talents, improve the supervision of the water user consciousness, etc.The author hoped that the case with the overall researching would help to contribute to the good operation of water users association, also,through this article,water users association of rural organization can get more attention and researching from relevant personage and scholar.
