Study On Investment And Financing Efficiency And PPP Application In Liaoning Province Rural Water Infrastructure

Rural water infrastructural construction is the important measure to strengthen the rural infrastructural construction and promote the construction of new countryside. Recently, with the constant development of economy, Liaoning province has gradually strengthened rural water infrastructural investment, carried out many water infrastructure construction projects and made an achievement. Generally, whether on layout and structure, or on scale and efficiency, the current rural water infrastructure still can’t satisfy the demand of the development of modern agriculture. Rural water infrastructural construction lag because of the low efficiency of investment and financing and investment’s shortage become one of the most important factors to affect agriculture and food security and stable development, As a result, how to improve rural water infrastructural investment and financing efficiency and solve the lack of funds appears more important.The PPP(Public-Private-Partnership)mode as a public-private cooperation model is an kind of modern financing mode based on the concept of" both-win " and " multi-win ".Through this kind of cooperation mode, it can not only make more private enterprises or individuals to participate in rural water infrastructure construction, improve the investment and financing efficiency, and reduce the burden of government investment, but also ensure the return of private investment, form the "multi-win" mode among government,enterprise and private non-profit organization.This paper adopted some research methods, such as literature analysis, questionnaire investigation, combined with qualitative analysis and quantitative analysis. The main research contents is:analyzing the current situation about rural water infrastructure construction and investment and financing, and the ability of rural residents’spending and investment; analyzing the contribution situation about the rural water infrastructure construction of Liaoning province for agricultural comprehensive production capacity; calculating the rural water infrastructural capital stock by the perpetual inventory method, based on that, surveying rural water infrastructural investment efficiency of parts of Liaoning province with the DEA method, and then through the Malmquist efficiency index based on DEA, further analyzing rural water infrastructural investment efficiency in Liaoning province;Based on the study of the above, pointing out PPP model as an effective way to solve these problems,such as the low of rural water infrastructural investment efficiency in Liaoning province and the of investment,and then designing feasible solutions for PPP mode, at last puts forward effective application measures to ensure PPP mode.The conclusion through the above study:Liaoning province rural water infrastructural construction is relatively backward, the rural water infrastructural capital stock is short, and rural water infrastructural investment and financing efficiency is low; the main factor of influencing Liaoning province rural water infrastructural investment and financing efficiency includes slow technical progress and technical efficiency down; The government financial investment is short and lack of sustained investment mechanism, but the folk capital is abundant and the rural residents has certain investment ability; Rural water infrastructural construction can improve rural economy and has the potential to promote; PPP mode is an effective way to improve rural water infrastructural investment and financing efficiency in Liaoning province and make up for the lack of money.
