Local Industrial Park Development

While functioning as an efficient carrier to the industrial development, the industry park impulses powerfully and rapidly the economical progress. The different districts imitate continuously the model so that the scales and numbers of industry parks in these areas rocket swiftly. The traditional industry park has adopted the roughly-developing model which leads to the serious resource consumption although the creation of wealth is remarkable. The increasing wastes produce worse and worse negative influences on the environmental resources. In the process of industrialization, Changsha city, short of energy, inevitably has depleted large number of energy and resource and protruded the contradiction between economical development and environmental preservation. Therefore, we imminently require a new conception, consideration and modulation to promote the sustainable development in the industry park. After the systemic analysis, field survey and vivid comparison, the article demonstrates the developing process in Changsha Industry Park and holds the viewpoint that collectivization and its ecotype are both the only way for the sustainable development in Changsha Industry Park. Hereby, the government should correctly exert its functions, actively cultivate the service system of agency, establish technical assistance system, accelerate the technological creativity in the group, develop the characteristic industries in the park, construct inter-dependent industrial network, thoughtfully breed the park culture, strengthen environmental management and programming, motivate the collective improvement and upgrade the international competency.
