Since the Plenum, the State has promulgated a series of policies and systems, has repeatedly stressed the strategic position of innovation ,since then, innovation has become an enduring topic. Research on the innovation, the theory of literature from the point of view at home and abroad, mainly focus on technology innovation in the enterprise,research in the areas of innovation under the scope of the research is also less. Based on this situation, this paper focuses on testing the relationship between the regional human capital and the regional innovation capacity of Yunnan Province, through empirical study to explore the human capital of Yunnan Province to enhance capability of independent innovation means , give policy recommendations to help decision-makers in-depth understanding of the innovation situation in Yunnan province, to develop a viable policy measures to promote economic and social development in Yunnan Province.The study by Wang Xuejun regional intellectual capital and innovation inspired by research that in this era of knowledge economy, human capital is a key factor in improving innovation capability, and its extension to the regional scope, Study the correlation between the regional human capital and the regional innovation of Yunnan province. This article discusses systematically the regional human capital and the regional innovation theories at home and abroad, and qualitative analysis of the relationship between the two. Based on theoretical assumptions, constructing regional human capital evaluation index system, the use of 1999-2009 the "Statistical Yearbook of Yunnan" data for the regional specificities, were assessed using factor analysis of the composition of regional human capital and regional innovation capacity of the elements Contribution, thereby establishing the model analysis the correlation between the both. Based on the Yunnan province samples of human capital and innovation capacity studies have found: First, the stock of human resources and the regional innovation capability have a positive correlation, and the second, human resources structure and regional innovation capacity are positively related, reasonable human resource structure can improve the level of regional innovation capacity; three, the higher the educational level of the regional human capital, the greater the impact of regional innovation capacity; four ,regional training institutions to provide human capital to fast, professional skills training to meet the Professional personnel required; five, health care and social security for the regional human resources to provide basic social security, will attract and retain talent for the regional innovation capacity reserve a lot of talent.Finally, according to the situation and characteristics of the province of Yunnan, the use of management theory and knowledge, explore the capability of independent innovation to enhance the way in Yunnan Province, give policy recommendations to help decision-makers in-depth understanding of Yunnan Province, the inadequacy of innovation to develop A viable policy measures to promote economic and social development in Yunnan Province.
