Under the trend of IP-based network in recent years, China Telecom Mianyang Branch grows into more and more dependence on IP network in respects of fixed network intelligentialization application, video services, various monitoring networks, management solution network, virtual network and mobile network, etc. and IP-Net naturally rises as the bearer network. In the short run, the expansion of IPTV and 3G services shall be more demanding to the bandwidth reliability and quality assurance of IP-Net.Thus visioning reasonably the future services, it has become necessary and instant to utilize the available network resources, mature networking technology and a low capital investment to build a properly scaled, highly efficient, assuringly reliable, economically applicable IDC IT Room and Calling Service Area, and prepare strategically for the coming challenges. This thesis studies the feasibility of China Telecom Mianyang Branch's IDC IT Room construction program and stretches into seven parts, viz., Introduction, Theories of Program Feasibility, Program Facts, Construction and Technology Methods, Financial Assessment, Program Execution, and Conclusion. Part I-Introduction briefs the background, significance, aims, methods and contents of the issue. Part II- Theories of Program Feasibility summarizes relevant theories of program feasibility. Part III-Program Facts examines the discussed company's present situation, problems faced, requirements and the background of the said program. Part IV- Construction and Technology Methods checks the construction and technology methods to be applied in the said IDC IT Room program from construction scale, technology level, execution methods, equipment arrangement and engineering method; it also tries to list main equipments and estimates roughly the investment needed for the program. Part V- Financial Assessment examines the program financially by using theories of financial analysis. Part IV-Program Execution explains the cash flow, equipment provision, environmental protection, personnel mobilization, progress arrangement and risk control of the program. Part VII- Conclusion sums up the foregoing discussion and concludes that the program is of high social, economical profits and the execution of it is therefore feasible.
