Entrepreneurial activity is complex work pattern in the highest level in human merchandise production, both in developed countries and developing ones. Much closer link has been shown among entrepreneurial activity, economic growth and employment. Enterprise not only helps to enhance productivity, provides sufficient job opportunities, but is decisive to formation and establishment of new theoretical views, which is crucial to long-run economic development."The key issue of economics is not balance but structural change"and enterprise plays a core role in structural change.In 2008, China has increased 13 million labor force in town and more than 6 million college graduates. How to solve employment issue of huge labor groups is main concern of current employment policy."Entrepreneurship drives employment"is new idea in China recently. The implement of"nationwide enterprise"human capital development strategy and support to employment disadvantaged groups have bigger misunderstanding to"who can start enterprise".This thesis is opposed to enterprise"nationwide"based on the theory on entrepreneurship and related theories as on market economy, human capital, management and institutional economics. Simultaneously, it states that entrepreneur should have not strong talent but psychological quality, and the entrepreneur should grasp knowledge of management and cultivate entrepreneurial quality and spirit as well."Nationwide enterprise"is assentation which neglects objective demand of entrepreneurial activities on subject of it.By questionnaires and interviews, the thesis summarizes characteristics of entrepreneurial activities and entrepreneurial subject in Chengdu. In current economic situation, enterprise has gradually become universal in economy, no more only by minority genius, and entrepreneurial economy needs more entrepreneurs, but practically, entrepreneurial activity still demand on funds, technology, social net, etc. In actual process, both entrepreneurs and investors concern more entrepreneur's management skills and psychological qualities, and also"psychological talent"which is hard to quantify, we call it as"entrepreneurial spirit"or"entrepreneurship". Humanbeing's role is valued by practice.Combining with specific circumstances of current economic development in China, theoretically and practically, the thesis attempts to summarize conditions and objective requirements required by entrepreneurial activities, to prove enterpries is is an effective way to promote employment, but not universal. Entrepreneurial activities choose the subject at a higher level and blindly support all kinds of labors, on one hand it goes against the development of itself and makes enterprise"congenitally deficient", which cannot exert promotion on employment. On the other hand, market venture of competition brought by enterprise can make loss of disadvantaged groups, the blow of defeat undoubtedly hits a man when he's down to those who is urgent to meet the livelihood on employment. Therefore,"nationwide"enterprise is almost inadvisable, it requires that entrepreneurial policy should be made both theoretically and practically, both with macroscopical value and availabe micro-operation.
