Practice And Exploration Of The Construction Of Venture City In Putuo District, Shanghai

In the21st century, the global economy is becoming more entrepreneurial. More and more countries have recognized that sustaining growth of entrepreneurial activities, as the catalytic agent of science and technology, are important sources for increasing productivity of regional economy. It has been argued that to a more entrepreneur-oriented stance and as an innovation of social management, entrepreneurial urban area are designed to foster and encourage local growth and economic development.Since2011, building the entrepreneurial urban area has made Putuo greatly expand the space for economic and social development such as to relieve the unemployment, to enhance the industrial competitiveness, to improve the entrepreneurial environment and to attain economic growth in a more scientific way, etc. Thus, thoroughly improve the research of building the entrepreneurial metropolitan area is of major immediate significance.Based on the new realities of public management of Chinese local government, in this article, the author explored the issue of the practice of building entrepreneurial metropolitan area in Putuo District, Shanghai China. From aspects of macro-policy and implementation, he shed the light to its relationship to expanding job opportunities by creating new businesses, industrial agglomeration improvement and the business incubator base upgrading, regional entrepreneurial economic development and better entrepreneur education and training in the local area. In accordance with the national construction system of entrepreneurial city1, after analyzing its current situation, the suggestions of corresponding solutions are put forward to make the reference for the governmental work in Putuo District, Shanghai, China,.The thesis consists of four parts:The first chapter includes the background and purpose of the study of entrepreneurial metropolitan area, a chronicle review of entrepreneurial city research both in China and western countries. Additionally, it clarifies the structure and content of the thesis. In chapter two, despite great improvement in entrepreneur supportive services for startups, the overall entrepreneurial environment in Putuo District, Shanghai, China for establishing a business is not very ideal, there are still many limitations in implementing the strategy of building entrepreneurial metropolitan area. Then the limitations are analyzed from a practical standpoint. The last chapter gives some proposals and countermeasures on perfecting the deficiencies according to the analyzations and theories hereinbefore.On the basis of reviewing development practices in Putuo District, local government should gain a good understanding of the essential features of its development in the current stage, fully apply the scientific outlook on the construction of entrepreneurial metropolitan area in a timely way to greatly expand the space for economic and social development. Referring to the experience of other areas, local government should upgrade the entrepreneurial policy package, enhance the local industrial cluster, perfect the startups-oriented service, widen financing channel, develop entrepreneurial education and training, cultivate the entrepreneurial culture, better the safeguarding system to provide a comfortable environment for the startups and small and medium enterprises(SME).
