| As the marketing competition is becoming more and competitive, in order to develop more customers and maintain preserved subscribers'loyalty, the mobile network operators have to keep promoting network performances continuously. In 2009, with the local economy recovery progress,the traffic load of Dongguan Mobile Communication Company (DGMCC) network is increasing fastly. As a result, the network performance has become worse, the network congestion rate is rising from 4.79% to 8.76%, which leads a bad experience for the DGMCC consumers. This article is an empirical research on founding procedures about how to deals with this urgent issue in network quality management, finding the ways of implementing Total Quality Management (TQM) methods to improve network quality operation level.This article try to analyze real reasons for the high congestion rate of DGMCC network, and give a series of solutions about the way of establishing DGMCC TQM system, it researchs the application of specific methods base on TQM, to accomplish management promotion, it also researchs specific solutions in the form of QC circle. It mentions about the main stages, including setting goal and feasibility studies, distinguishing key factors, making and executing solutions, examinating results and taking measures for consolidation, so as to form the basic policies, specific measures and evaluation standard of TQM implementing methods. It also provides an example base on TQM methods, reducing congestion rate of DGMCC, summarizes the implementation of TQM methods for the telecommunication operators in the end, which brings improvement on network quality operating level.By integrating theory with practice, this article is provided to thorough research on the scientific application of TQM methods in the field of telecommunication network quality management jobs, improving the level of network quality operation, which is a very good guide for the telecommuniction enterprises to implement TQM methods. |
