Faced the problems from the leakage in the process of transferable payment of funds, low efficiency of the use of funds, the narrowness of fund-raising channels, low unified responsibilitiesand duties and so on, it is necessary to enhance the research of the supply of the rural areas of the financial support system, and it is the utmost importance to realize common standard between the capital supply and the level of public services.Thirdly , building partnership between township government and the non—governmental organization during public goods supply. Along with transforming functions of the township government, the non—governmental organization's development has begun to take shape through the township government and the none—governmental organization's cooperation, we can obtain the more ideal government gambling structure. The township government should hand over the part public product supplying duty.Forthly, remodeling the supervisory mechanism of the public services of township government. In light of the case of China's township government supervision system, there are some problems including the public service oversight efforts, the intensity of supervision, monitoring and supervision of operational modes, so the township government must establish a strong oversight mechanisms to effectively address the supervisory mechanism, improving the effectiveness of supervision services and adapting to the need of socialist market economic development.In short,in the new situation during the tax fee reform queen reform, That"How to improve rural public services?" and "How to build a new rural public service system?" has fundamentally related to the public functions of the fundamental changes of the township government, related to the effective management and improvement of the government's public service quality and level.
