For a long time, due to our urban-rural dual economic structure and the "lay stress on industry at the expense of agriculture" development strategy, the problem of rural public goods supply has been unable to receive its deserved attention and concern, and the supply of public goods in rural areas lags far behind that in the city. Seriously affecting the development of agriculture, country construction and the improvement in living standards for farmers, the phenomenon has been a conspicuous case if we want to proceed towards our new socialist countryside construction and achieve overall rural and urban economic development goals. In particular, after the cancellation of the agricultural tax in 2006, the channel to fund for rural public goods supply outside country and township financial system was cut off, and the supply is facing unprecedented challenges. Based on the analysis of different characteristics that urban public goods presented in pre and post-agricultural tax period, this article mainly adopts survey and documentary methodology, carefully investigating into the advanced concepts and models of domestic and foreign public goods supply. Combining with the changes of urban public goods supply after the cancellation of the agricultural tax, it proves that if we want to work out the supply problem, we should focus on three key aspects, such as finance, system and mode efficiency, increase central financial investment in rural public goods supply, realize the integration of urban and rural public goods supply policy, establish demand-oriented supply decision-making mechanism, adhere to the same basic principles of property right and authority at the grass-roots level, diversify the supply of urban public goods, approach to explore a new multi-center path which is low-cost, high efficiency and cooperation with market and the third sector, gradually reduce and change the different treatment of urban and rural and strive to achieve the equalization of urban and rural public services.
