Study On Idle Land Analysis And Consolidation And Rehabilitation Of The Water Conservancy Facilities In Rural Areas

"Water conservancy is the lifeblood of agriculture". Irrigation and water conservancy facilities are an indispensable part of modern agricultural industry, but several facts result in the massive number of existence of idle irrigation and water conservancy facilities. The existence of idle irrigation and water conservancy facilities would deteriorate the conflict between needs of humanity and supplies of land resource, and lay a huge risk under the construction of new socialist countryside and the development of agricultural industries.According to the results of investigation and analysis of those idle facilities, methods of the land evaluation of irrigation and land for water conservancy would be explained, the revitalization plan of land occupied by those idle facilities would be discussed. And scientific foundations and several reasonable advices would be provided to ensure the construction order of irrigation and water conservancy facilities and the long-term and healthy development of agriculture.Those idle facilities would involve function-disabled type, disaster-ruined type, man made type; distributing by original usages, those facilities would include flood control facilities, land for irrigation facilities, other land for water conservancy. In the system of synthetic effectiveness evaluation, index layers would be including the ratio of input and output of land use, intensity of land use, occupying resource, ecological environment benefit.This paper is based on the demonstration analysis on Heshan district, Yiyang city, Hunan province. According to the result of a comprehensive efficiency evaluation of land use, rural land of irrigation and water conservancy facilities could be classified by four types:High-efficiency land; medium-efficiency land; low-efficiency land and extensively used land. Main reasons of the existence of low-efficiency and idle land of irrigation and water conservancy facilities are including insufficient capital investment, low construction and development efficiency, low ratio usage of irrigation facilities, insufficient maintenance of irrigation and water conservancy facilities and deteriorated environment. This paper puts forward proposals and measures to solve those problems above, including land revitalization plan, suitable development and construction system, usage classifying and repairing system, maintenance and management technology, ecological environment protection program and so on. In addition, several measures would be put forward in the part of usage classifying and repairing system, involving land repairing and revitalizing measures for idle flood control facilities, idle irrigation facilities and other idle facilities.
