CB Photoelectric Software Company is a state-owned high-tech enterprise to provide customized software for military enterprises. Formally established in 2003, through 5 year period primitive accumulation, CB Photoelectric Software Company has gradually stepped into growth stage of business development. This company committed to provide outstanding e-commerce, and information technology infrastructure, also enterprise information solutions. Its business covered information system integration, and software development or outsourcing, also IT service etc. fields. As the largest IT Company which provides service for military industry in Southwest region, the company has experienced rapid development period. Its customer covered Southwest and National industries, and made leading position in software of government, military, prison system, research institutes and education industry. In the rapid development of enterprise itself, it also achieved good social benefits. At this crucial moment, it has become issues to analyze and compare the opportunities of internal and external environment, and the existence threats, also its own strengths and weaknesses. Aims to find their own strategic positioning to concentrate its limited resources, to seize unprecedented opportunity for development, and give full play to advantage of rapid growth and intense market competition to accumulate its competitive advantage. Therefore, this paper made in-depth research on development strategy of CB Photoelectric Software Company, and point out suggestions for strategy implementation.Based on competitiveness strategic management theory, this paper firstly use PEST Model analyzed the outer environment from aspects of policy, economy, social culture, as well as technology. Then use Porter Model analyzed the company's competitive posture from Porter's five forces competitive nature of business, with emphasis on product quality management, and leading technology, also developed products, as well as competitive market share. Followed, this paper used SWOT Model analyzed company's internal advantage, external opportunities and threats, conduct SWOT strategic matrix. On this basis, this paper designed basic competitive strategy, and functional strategies, also human resources strategy as well as marketing strategy. Finally, from the particularity of information security and military defense, this paper recommended of difficult issues in the strategy implementation.
