In recent years, with the acceleration of urbanization process in China, the construction of public projects has become an increasing concern. However, at present the shortage of public construction projects becomes more striking, and the the lack of funds is the most immediate constraint. PFI model, as a new type of public project construction and financing model, not only can help the government solve the problem of insufficient funding and but also improve the investment and management efficiencys. Because of its high risk, risk management has always been the core issue in running PFI project. Organization risk, as one of the important risks for private sector when participating in the PFI project, how to manage it effectivly is a problem need to be studied.Based on the theory of PFI model, project risk management, and project organization management, combining with the status of the construction and financing of public projects in China, this paper studies the project company's organizational risk management in the PFI project. We take Risk Identificationâ†'Risk Assessmentâ†'Risk Response as the main line. We construct a three-dimensional risk map and an evaluation index system. Furthermore, we employ the D-S evidence theory to conduct comprehensive evaluation.Firstly, risk identification. According to the content of project organizational risk, we build a three-dimensional risk map constituted with three dimensions- the organizational structure risk, human resource risk and stakeholder risk. And then we broken it down into specific risk factors to analyze and elaborate.Sencondly, risk assessment. According to the results of risk identification and reference to the expert advice, we build an evaluation index system including 12 modules and 31 individual indicators. To overcome the past evaluation methods'shortcoming that can not handle the uncertainty information, this paper tentativly introducte the D-S evidence theory, and build a multi-level hierarchical model of integrated risk assessment. The steps are: Obtain source data of evidence; determine the evaluation criteria and the basic support; determine the index weight by FAHP; structure mass function; do comprehensive evaluation of risk. Taking a county sewage treatment projects for example, we apply the model to the instance.Lastly, risk response. From three aspects–the arrangement for the project company's organizational structurethe, the human resource risk management, the risk-sharing mechanisms for the project stakeholders, we propose the risk response measures. Designe a matrix organization chart for the project company; put forward specific measures to manage the recruitment risk, the use of personnel risk, and the personnel changes risk; use the game theory to explain the basic principles of risk-sharing and accordingly determine a detailed risk-sharing program.
