In the current, the supply of public goods in rural areas, generally speaking is a project-supply-mode of rural public goods participated by substantial social capital, requiring farmers'broad participation and effective supervision. Since the founding of the PRC, China's supply of public goods in rural areas has been under the guidance of the government's, lack of participation in the institutional arrangements for farmers, causing government decision-making not to objectively reflecting farmers'demand for rural public goods, resulting in the structural imbalance between supply and demand of public goods and allocation inefficiency of public resources. Market organization and the co-operation organization between farmers can not easily take up the role of government for the supply of public goods in rural area. The key is how the farmers involvement play an active role in the supply of public goods in rural areas. Therefore, improving the status of public goods in rural areas, and the efficiency of its supply, to build a mechanism of peasants participating in the supply of public goods in rural areas has great practical significance.Chinese scholars have analyzed many issues about the supply of rural public goods, such as the status quo and innovative mechanisms, and made a lot of research results. However, for the important subject in the supply of public goods in rural areas - the farmers'participation has been little researched, and systematic study has yet to be further strengthened. The paper first examines the issues of subjects in the public goods supply, introducing the government supply, market supply, self-supply, the supply of multi-center theory, proposing that the supply of public goods in rural areas needs the peasants to play the main role. Next, it analyzes the forms and effects of peasants'participation in the supply of rural public goods during different periods, using the institutional change theory. Based on the actual research, it analyzes the plight of peasants'participation in the current rural public goods supply, pointing out that it's a contradiction to build the mechanism of peasants participating in the supply of rural public goods in the current market economic conditions, such as the loss of rural elite. Finally, it discusses some thinking about how to improve the mechanism of peasants participating in the rural public goods supply, and suggests to improve the decision-making mechanism, strengthen the building of grass-roots democratic institutions, cultivate rural cooperative organizations, and the diversification of supply subjects.
