This is response to public goods supply mode of government to pluralistic economic subjects. Ownership system reformation is a radical reason to pluralistic economical subjects. Chinese ownership system is state ownership system, now Chinese ownership system is Non-state ownership system. Non-state ownership system improves market economic subjects and Non-profit organizations. The subjects of private economic and Non-profit organizations are becoming more and more. These pluralistic subjects begin to supply public goods. These pluralistic subjects improve pluralistic profits in China. These pluralistic profits promote pluralistic needs of public goods. State ownership system and public goods supply mode of government itself make crisis to supplication of public goods. The transformation of supply mode becomes a trend . Theory of public goods have proved that the transformation is feasible. Chinese government supplies pure public goods. Private economic and Non-govemment organization supply public goods of private attribute. Although the pluralistic supply mode is not perfect now, but it is the trend of transformation to public goods supply mode. By government supervising , the pluralistic supply mode will become more effective and promote welfare in China.
